UPDATE: Law enforcement officials have confirmed that there was no pursuit. Police were merely attempting to follow the vehicle. By the time the patrol car exited I-83, the suspect’s car had already flipped.
The driver who flipped his car has been released with no charges filed.

Baltimore City Police and Maryland State Police are currently on the scene of an accident in front of City Hall in downtown Baltimore.
Authorities say that, on Tuesday afternoon, police attempted to follow a speeding car along Interstate 83.
The suspect then unsuccessfully tried to negotiate the turn off of the exit ramp at Lexington Street when he lost control of his vehicle and flipped the car over.
Initial reports indicate that Baltimore City employee Matthew Hersl was struck and killed by the vehicle. He was flown to Shock Trauma where he was pronounced dead.
Police report that the suspect is now in custody.
An investigation is ongoing at this hour.
